Translation:

In this way (Shiva) who is Nishkala – without any body and parts, who is the Ultimate Supreme Being, who is established in the Creation, who is the Cause of
the creation of the Universe, assumes a body out of His Free Will for the protection of the Universe, and for the welfare of the Spiritual seekers and
Devotees.

Shakti /Sadashiva, the Supreme Isha, who is born from the unmanifest form along with His Manonmani Shakti, is known to be Sakala – manifestation of Sadashiva with body and parts. That manifestation is said to be of two types. Moving (chala) and unmoving (achala).

The form of Sadashiva made of dhatu (dhatu means vata-pitta-kapha dosha i.e., a living
body/metal/ mineral/ panchabhuta) is called chala – moving. The form of Sadashiva made of stone is called chalaachala (moving and unmoving). The form of Sadashiva made of mud, wall, cloth, painting is called achala (unmoving). The form of Sadashiva made of painting in a stone is called achala (unmoving) and also chala (moving). The form of Shiva which does not have any part sor body, is called Nishkala. All the forms of Shiva that have body and parts

The Source Material of The Whole Cosmos

Paramashiva is the source material of the whole Cosmos. He is beyond form and formless, he assumes the form just because of the devotion of the devotee.

Paramashiva’s energy is Parashakti. Likehow fire and its heat, and words and their meanings, are inseparable from each other and like how both are the expressions of each other, Paramashiva and Parashakti are the manifestation of the same Cosmic
Energy.
